Founded by Prince Hasan Agha Kuklian in 1106 AH / 1694 AD, who used to hold the position of the Chief of volunteers at the military division of Janissary in the Ottoman Army, to provide water for passersby.
The sabil has two facades; the first façade overlooks Suq al-Silah Street and has a window for supplying water (sabil window), surmounted by an inscription containing the founding inscription of the sabil. The second facade overlooks Hasan Agha Alley and is divided into two parts, the first part has the entrance to the sabil, and the second part has the sabil window.
The entry door leads to a vestibule; on its right side is a staircase that leads to the kuttab, and on the left is a door that leads to a room ahead of the sabil that has the cistern cap. The sabil room is square, with the two sabil windows, and in its beginning lies the shazrawan. Its floor is made of marble slabs, and its ceiling is made of wooden beams. Above the sabil is a kuttab overlooking the street, with two arches resting on a marble column.
